[Bug 2102174] [NEW] Some Simplified Chinese characters are displayed in their variant (Japanese) forms

Public bug reported:

Simplified Chinese characters like “复” and “门” are displayed in their
variant (Japanese) forms.

This issue is caused by the default font configuration (fontconfig) in
Ubuntu, where the language priority in the configuration file places
Noto Sans CJK JP (marked in red) before Noto Sans CJK SC (marked in an
oval). As a result, the system prioritizes the JP font when rendering
text.

Solution: Modify the configuration file /etc/fonts/conf.d/64-language-
selector-prefer.conf to adjust the priority.

This bug still exists on Ubuntu 24.0.2
