[Bug 2102341] [NEW] An unresolvable problem occurred while calculating the upgrade

Public bug reported:

An unresolvable problem occurred while calculating the upgrade. In logs
it doesn't show which package need to be removed to go forward. I tried
a HOURS solutions from stackoverflow, chatgpt and google - with no
results. Previous upgrades works fine - system was upgraded since v18.x
