[Bug 2103373] [NEW] Upgrade from 22.04 to 24.04 failed - very unclear how to proceed

I would LOVE to upgrade, but I am not a seasoned systems person. It is
failing and I have done so many things to verify that I have no
held/broken/missing packages. It is incredibly frustrating and time
consuming to do major upgrades every two years. Installing a brand new
release is not preferred by many people, and an upgrade seems somewhat
easy to do. But, this is a common complaint, and I'm, again, formally
filing a bug about it.
