[Bug 2103433] [NEW] grub menu does not display during boot

Public bug reported:

I have a supermicro X10SLM+-LN4F motherboard.
It is running with legacy bios mode, not UEFI.
I have a sata ssd boot disk which is formatted with fdisk mode, not gpt.
I have windows 11 installed on the disk as well as kubuntu 24.10.
When I boot there are the usual bios messages, but there is no grub menu displayed.
Eventually kubuntu starts up and works successfully.
i did edit the timeout which was set to 0 to be 10, but still no grub menu.
I consider it a significant bug that dual boot systems have a timeout set to 0, rendering the other
operating system inaccessible.
I consider it a bigger bug that there is no grub menu.
Previously, I was running windows 11 and mageia 9 (linux). That displayed a graphucal grub menu correctly.

I have several similar computers. One has a supermicro X10SLM-F motherboard.
That dual boots windows 11 and kubuntu 24.10.
On that system, the grub menu displays successfully. and I can select which operating system I want to
boot.

On the problem system with the X10SLM+-LN4F, I reinstalled kubntu 24.10 several times and I tried
grub-customizer, which did was unable to get any grub menu to display during boot.

I am not running uefi bios because windows 11 won't install with the really old uefi on this mb.
I am not running gpt partitions because windows 11 won't install with gpt disk partitions and the legacy bios.
I switched to kubuntu because I needed a newer kernel to support a 5gigabit realtek nic that I need for quick networking.
