I  still have the same issue after installing the package.

 sudo apt install console-data

ls /usr/share/keymaps/
amiga  atari  i386  include  mac  sun

localectl set-keymap de
Failed to set keymap: Keymap de is not installed.

sudo localectl list-keymaps
Failed to read list of keymaps: No such file or directory

ls /usr/share/keymaps/i386/qwertz/de.kmap.gz
i386/qwertz/de.kmap.gz

Bug description:
  Console log:
  $ localectl set-keymap de
  Failed to set keymap: Keymap de is not installed.

  $ localectl list-keymaps
  Failed to read list of keymaps: No such file or directory

  This is not a duplicate of https://bugs.launchpad.net/bugs/2030788
  which is about the X11 keymap instead of the console keymap.
