In the live session, calling `systemctl reboot` (or /sbin/reboot) as
root produces the following error:

# systemctl reboot
Operation inhibited by "ubuntu" (PID 2297 "gnome-session-b", user ubuntu, reason is "user session inhibited".
User ubuntu is logged in on tty2.
Please retry operation after closing inhibitors and logging out other users.
'systemd-inhibit' can be used to list active inhibitors.
Alternatively, ignore inhibitors and users with `systemctl reboot -i'


I was confused why the error was different from what I saw in the Subiquity logs. But curiously:

# systemctl reboot > /dev/null
Call to Reboot failed: Access denied

  Testing Ubuntu Plucky Desktop daily ISO dated 24-12-24

  Upon completion of the installation the system fails to restart -
  instead it re-enters the desktop.

  If the system is then restarted by selecting "restart" (in the upper
  right-hand corner)then all works as normal - a message appears to
  remove the media and the system reboots.
