  Changes window is blank when not connected to the Internet

Status in update-manager package in Ubuntu:
  Fix Released

Bug description:
  In 24.10, if no connection to the Internet is available, clicking on a
  package in update-manager's list keeps the changes window blank.

  Previously it said

  > No network connection detected, you can not download changelog
  information.

  I do not know when the regression occurred.
