[Bug 2103934] [NEW] Change zlib by zlib-ng

Public bug reported:

Fedora on Fedora 42 adopts zlib-ng in the place of zlib. The idea is Ubuntu also migrates to it.
I think we can have this available for Ubuntu 25.10 and then, if things work out, Ubuntu 26.04 LTS.
