Operating System Not Found" Error During Ubuntu Server 25.04 (Plucky Puffin) Installation on x86 architecture

Failed during boot of installer

Steps to Reproduce:
1. Create a virtual machine x86 system.
2. Attach the Ubuntu Server 25.04 (AMD64) ISO as the installation medium.
3. then boot for installation(start the Lpar)
The system fails to boot and displays:
PXE-E51: No DHCP or proxyDHCP offers were received.
PXE-M0F: Exiting Intel PXE ROM.
Operating System not found.

1. Did this installation work with prior 25.04 builds or other versions
of Ubuntu?

ans: Yes, it has been working with all versions up to 24.10.

2. Is the boot order set to boot to the virtual cdrom or the USB
flashdrive the ISO was written to?

Yes, the boot order is set to boot from the CD-ROM only.
