Public bug reported:

[ Impact ]

 * On Dell Dock, flashing the Dell provided DFU firmware cab file

 * Try to get the device information by $ fwupdmgr get-devices

 * The Dell RMM firmware will show "failed after 10 retries: failed to
SetReport: transfer timed out"

[ Test Plan ]

 * On Dell machine which supports TBT

 * Connect to Dell dock that utilizes dell-kestrel plugin to update the
Dock firmware

 * run command "sudo fwupdmgr install <DFU firmware>.cab --allow-
reinstall"

 * if the test cab is missing signature, below message will pop-up
firmware signature missing or not trusted; set OnlyTrusted=false in /etc/fwupd/fwupd.conf
ONLY if you are a firmware developer

 * run command "fwupdmgr get-devices" can get correct firmware version

[ Where problems could occur ]

 * The SRU requires the version bump to 1.9.29 by leveraging the exception document
