Hi Aaron, can you please run software-properties-gtk from a terminal,
repeat your routine and see if it outputs something helpful or
suspicious?
Also, do you remember if you navigated to the 'additional drivers'
section before trying what you wrote in the bug? As there is a recent
bug for 25.04 about that section that theoretically could impact your
routine too.

Title:
Applying changes to the value of "Notify me of a new Ubuntu Version"
causes timeout message "Software & Updates Is Not Responding"
Status in software-properties package in Ubuntu:
New
Bug description:
Since upgrading from 24.04LTS to 24.10, when applying a change to the
criteria for notification of a new Ubuntu version (e.g. from "For any
new version" to "For long-term support versions" from the Updates tab
of the Software & Updates application, the application becomes
unresponsive and an error message appears:
"Software & Updates" Is Not Responding.
You may choose to wait for a short while for it to continue or force the app to stop entirely.
Clicking on "Wait" generates a repeat prompt almost immediately and I
need to keep clicking on Wait each time until the application
completes the process and exits. I did not count or time but estimate
approx 6 or 7 times over 30-40 seconds.
N.B. I recently had to re-install the update-manager package as it
dissapeared completely at some point after the distribution upgrade.
Steps to reproduce:
1. Open Software & Updates application
2. Navigate to Updates tab
3. Change the value of "Notify me of a new Ubuntu version" to "For long-term support versions" for example
4. Authenticate with password when prompted
5. Click on the Close button.
5. Click on Wait when the error appears.
This has occured multiple times on different days and today, however
when repeating to write this description, it worked without incident.
