  arm64 desktop installer CJK broken

Status in ubuntu-desktop-provision:
  Incomplete
Status in livecd-rootfs package in Ubuntu:
  New

Bug description:
  Instead of CJK language options I only get ▯▯▯▯▯ in the installer
  language selection.

  When I open the gnome language settings it informs me that mythes-pt-
  br and fonts-noto-cjk-extra are not installed and tried to install
  them.

  EDIT: installing fonts-noto-cjk-extra does not seem to fix the issue
