There has been effort to improve this in 25.04 and newer. See: bug
2075969.

However, we should still add logic to re-write using old-
releases.ubuntu.com automatically if the current release is EOL
according to distro-info-data.

Let's close this bug and continue on bug 2075969 since it is a bit more
recent.

Bug description:
  Noticed the automatic updates/upgrades are not coming in anymore.
  Seems Impish is EOL. Which is fine, we then run a release upgrade. But
  that is refused, since it requires latest versions/nicely upgraded.
  That is not possible as all Release Files are no longer available. So
  can not 'apt update', can not 'apt upgrade' hence can not 'do-release-
  upgrade'.

  From the error messages, started removing Repositories, but now the
  entire installation is broken. Re-install latest is only option. No
  fun.
