Title:
  Update manager inhibits system restart after upgrading from 24.10 to
  25.04

Status in ubuntu-release-upgrader package in Ubuntu:
  Fix Released

Bug description:
  Tested upgrading from Lubuntu Kubuntu Studio and Edubuntu releases
  24.10 to 25.04 .

  The upgrades went well without error ..however when completed and
  selecting reboot the error "operation inhibited by "Update Manager..."
  was received.

  Entered command " systemctl reboot -i " and the system rebooted and
  the upgrades were completed in all cases.
