[Bug 2105384] [NEW] Please elaborate how to set up prerequisites for test envoronment

This is on ubuntu-24.04.2

excerpt from bash-history:
   79  apt install python-nose
   80  apt install python-nose-doc
   81  apt install python-nose2-doc 
   82  apt install pip
   83  apt install python3-nose
   84  apt install tox
   85  apt install libapt-pkg-dev
   86  apt install python3-pylint-flask
   87  apt install python3-pylint-*
   88  apt install python3-flake8*

Still get thousands of error lines when running tox on current master.
