[Bug 2109857] [NEW] Please remove ubuntu-touch-settings binary packages

Public bug reported:

Although Canonical has discontinued Ubuntu Touch since 2017, ubuntu-
settings source package still ship ubuntu-touch-settings binary package.
UBports now maintain its fork of ubuntu-touch-settings at [^1], and the
package in ubuntu-settings sometimes interfere with that.

As such, I would like to request that ubuntu-settings no longer provide
ubuntu-touch-settings, which allow our fork of ubuntu-touch-settings to
cleanly replace it.
