Hm yeah, I can reproduce this easily in a new jammy container by
running:

$ systemctl mask ssh.socket
$ do-release-upgrade

The openssh-server.postinst script does not handle ssh.socket being
masked unfortunately. This should be addressed in a future update.

Bug description:
  Had a problem with upgrade regarding openssh-server (config). Somehow
  managed in recovery ssh session to unmask ssh.socket and could
  complete upgrade.
