Title:
Lubuntu can't seem to update itself (running on a Raspberry Pi 3)

Status in ubuntu-release-upgrader package in Ubuntu:
  Opinion

Bug description:
I have tried the "Partial Update" route, but that also seems broken
and results in the error asking for a bug report to be filed. Couple
that with the now prevalent "Crash Every Time It Starts" problem with
Firefox, and life is not so rosy in Lubuntu land...
