Alternative solution is to keep publishing ESM repositories for interim
releases, such that they exist, and eventually get used again when one
upgrades all the way to the next LTS.

Bug description:
  I'm upgrading my Noble laptop to Oracular and I have pro enabled with esm-apps and esm-infra.
  The upgrade fails because it doesn't remove the esm source entries and tries to contact the oracular pocket:

  I understand that esm isn't available for non-LTS releases, but I
  think the upgrader should be able to notice and warn me with an
  appropriate message.
