[Bug 2110609] [NEW] Can't install '' during upgrade from 24.10 to 25.05

Finally got the notification to update from 24.10 to 25.04. Clicked
through the GUI, It starts doing its thing, and then an alert pops up
saying the following:

Can't install ''
It was impossible to install a required package. Please report this as a bug using 'ubuntu-bug ubuntu-release-upgrader-core' in a terminal.

After clicking close, the process continues. It then happens again
soonish after.
