Closing this, as a custom `regolith-desktop` is involved in the tail end
of the conflict resolution. You may want to try to remove third-party
packages like it and see if that allows upgrading.

Bug description:

  sudo do-release-upgrade fails with error An unresolvable problem occurred while calculating the upgrade. 

  I see lot of broken dependency errors in /var/log/dist-upgrade/apt.log
