Yes, it is a duplicate from the bug report you‘re mentioning.
As the „original“ report describes, I had no error message, just that „There was an error, pls run…“ window.
The window occurred twice (a second time during the installation of the new packages while upgrading) using the graphical installer.
Nevertheless upgrade finished successfully.

  I tried to upgrade from Ubuntu 24.10 to 25.04 and I just got a short
  error message with the command "ubuntu-bug ubuntu-release-upgrader-
  core" to run.

  The Upgrade proceeded afterwards like normal with the "Do you want to
  start the upgrade?" window.
