This sounds like failing filesystem, possibly broken hardware. Please
have a look at your dmesg output for I/O errors; as a file randomly
disappeared that dpkg just unpacked.

Hence

 No apport report written because the error message indicates an issue
on the local system

  Failed update - POSIX 1003.1e capabilities (libcap-dev package)

Status in dpkg package in Ubuntu:
  Invalid

Bug description:
  The Ubuntu software shows a pending POSIX 1003.1e capabilities update
  but the system is unable to complete the update and fails repeatedly.
  Also manually trying to install the update also fails with below
  mentioned error.
