[Bug 2111541] [NEW] no visible grub menu on boot

When I boot up, I do not see the grub menu.  The /etc/default/grub
configuration is set up to have the menu appear with 5 second timeout,
but I see nothing until the log is part way through the kernel boot.

I'm unsure if keyboard input works since I can't see anything.

I have the bios set on legacy boot.
motherboard is Supermicro x10DAi
video card is Radeon RX7600XT

I've tried playing with several variations of /etc/default/grub trying
to get the boot menu to appear without success.  And I definitely
followed up with update-grub to propagate the changes to
/boot/grub/grub.cfg
