[Bug 2112103] [NEW] do-release-upgrade can't upgrade due to phasing

`do-release-upgrade` can not upgrade with the error:

```

But `apt upgrade` can not upgrade due to phasing

```
Not upgrading yet due to phasing:
  python3-update-manager  update-manager-core
```

There got to be a flag to force do-release-upgrade no matter what
