Indeed `libcanberra-pulse` did not want to upgrade for some reason


```
Not upgrading:
  libcanberra-pulse
```

I have managed to upgrade it through synaptic and tag it as auto installed again.
Now the `do-release-upgrade` says

```
Checking for a new Ubuntu release
Could not download the release announcement
Please check your internet connection.
```

Connection is obviously fine. apt and chrome do work fine. Where and
what does it try to download for upgrading kubuntu from 24.10 to 25.04?


P.S. GUI upgrader works fine

  Confirmed

Bug description:
  `do-release-upgrade` can not upgrade with the error:

  ```
  Checking for a new Ubuntu release
  Please install all available updates for your release before upgrading.
  ```

  But `apt upgrade` can not upgrade due to phasing

  ```
  Not upgrading yet due to phasing:
    python3-update-manager  update-manager-core
  ```

  There got to be a flag to force do-release-upgrade no matter what
