This package only builds Architecture: all binaries as such this is an
expected failure. Work is ongoing to not schedule amd64v3 builds for
such cases but it is challenging.

Bug description:
  I tried building lto-disabled package in my PPA on current ubuntu
  resolute, and while it builds fine on amd64, it fails on amd64v3 with
  this error:

  all -- skipping
