I can't seem to push a change to ubuntu/devel branch dropping this for
resolute.
Anyway; I did the work for it. Hope this can be included.

Bug description:
GRUB on Noble still sets vt.handoff=7 on the kernel command line by
default, but it appears that the Noble unstable kernel doesn't have
any patches that recognize vt.handoff=7 anymore.
Does this still make sense to do?
