I observe JSR166 tests failing with:
java.lang.OutOfMemoryError: unable to create native thread: possibly out of memory or process/resource limits reached

FAILED: java/util/concurrent/tck/JSR166TestCase.java#forkjoinpool-common-parallelism
FAILED: java/util/concurrent/tck/JSR166TestCase.java#default
FAILED: java/util/concurrent/tck/JSR166TestCase.java#others

The tests also fail with temurin-25-jdk.
