( You've filed this against the ubuntu-release-upgrade package, which is used to UPGRADE a release to a newer release; your details show you've not applied all 24.04/noble packages, and thus aren't ready to UPGRADE your release to 25.04/plucky yet.

You need to fix issues on your existing 24.04 system before upgrading to
a later release, which is what ubuntu-release-upgrader does.  Support
can help you with your 24.04/noble issue.  The Ubuntu-release-upgrader
package will upgrade libc6 to 2.41-6ubuntu1.2 from plucky-security (ie.
25.04 repository) which isn't what you need to do [yet] )
