Thank you for taking the time to report this bug and helping to make
Ubuntu better.

The package is a 3rd party built package, and not a Ubuntu
repository/supported package.

If you wish to file a bug report on that package, you'll have to file it
with its creator, as its not supported by Ubuntu release upgrader due to
being 3rd party. Removal is I believe, the appropriate response for that
3rd party package.

The postgresql-17 package is available for later Ubuntu releases, but
you're on an older release where its not supported by Ubuntu.

Title:
  Postges issue during distr-upgrade

Status in ubuntu-release-upgrader package in Ubuntu:
  Invalid

Bug description:
  So i got this:

An unresolvable problem occurred while calculating the upgrade.

The package 'postgresql-17' is marked for removal but it is in the
  removal deny list.

To prevent data loss, postgresql packages are not removed
automatically during the upgrade. If you are certain you no longer
need postgresql-17, you can manually remove it and try the upgrade
  again.

But postgresql-17 is an absolutle actual pakage.
