No fallback English layout on account creation screen during
installation. Ubuntu installer won't accept non-Latin characters

Bug description:
Update: still reproducible in Resolute Racoon daily. (Edited by
someone else than the original bug reporter)
Steps to reproduce:
1) Choose any non-Latin keyboard layout (recommended; Russian, Arabic)
2) Proceed with installation. Arrive to the account set-up screen
3) Type in your name in the non-Latin layout
- The "Your username" field is not filled automatically
5) Try typing a username you wish to use
- It cannot recognise the characters and won't let you continue.
- It will thus complain that usernames should begin with lower-case letters
No matter if the letters are lower or upper case, it simply cannot
recognize them.
The user cannot finish installation using the non-Latin layout. The
user is forced to manually add English or a similar layout that has
Latin characters.
A good solution could be adding a fallback English (US) layout to
every non-Latin keyboard layout, or even better, letting the user to
choose an additional keyboard layout himself and a keyboard shortcut
to switch between the two keyboard layouts.
