riscv64 is an official architecture now. The real fix is to enable the
ESM archive.

Bug description:
  Currently on Noble on a RISC-V machine with pro enabled, I get the
  following in my MOTD:

  Expanded Security Maintenance for Applications is not enabled.

  0 updates can be applied immediately.

  Enable ESM Apps to receive additional future security updates.
  See https://ubuntu.com/esm or run: sudo pro status

  But we don't have ESM apps for riscv64, so this message is misleading
  as there is no way to enable esm-apps. There should be a more
  substantial check regarding this.
