I understand that this since this commit is missing from noble:

2329f250e04d x86/microcode/AMD: Add TSA microcode SHAs

It's not possible to pull in updated amd64-microcode to noble.

So for noble here is the linux-firmware PR:

  [Impact]
  amd-pmf driver requires a new firmware which does not exists in noble yet.

  86d528c2 amd_pmf: Update AMD PMF TA Firmware to v3.1

  Verify the dmesg after booted up, there should be no amdtee firmware not found errors

  The device works after this SRU, so no regression.
