[Bug 2130293] [NEW] TPMFDE not configuring with autoconfig

Public bug reported:

I am trying to have Ubuntu 24.04 LTS Desktop setup auto configure TPM-
Based Full Drive Encryption using Subiquity AutoConfig. I have created a
test autoconfig.yaml and included the following as documented:

storage:
    layout:
      name: hybrid
      encrypted: yes

When I run the 24.04 LTS Desktop LiveCD and try the Automated
Installation option to test, at the "Review your Selections" screen,
"Encryption" is set to "None".

To clarify further, I am able to setup TPMFDE if I perform the setup
steps manually.
