[Bug 2121951] [NEW] ubuntu-x*-settings depend on initramfs-tools

There are plans to switch to dracut by default which would break our
hooks and config to include additional modules and firmware files.
Currently this only works with initramfs-tools and laptops might not be
able to boot without.
