Bug description:
  Gettext fails to build with the rust coreutils.

  The issue is

  # fold -b -s -w 20 mfi-test1.po
  fold: failed to read line: stream did not contain valid UTF-8

  
  Which I've reported with a file example upstream on https://github.com/uutils/coreutils/issues/8227
