[Bug 2122284] [NEW] Logging of endless attempts of failed scheduled updates causes session crash

Public bug reported:

After a few hours of working Ubuntu decided to make an update when I
have no internet connection. I have 109 000 lines in today's log as a
result: most of them are very long list of web resources. My SSD tried
to write log as fast as it can, without a big success - session crash
happened after 24GB of RAM and 17GB of swap were exhausted. There are
thousands of VERY long lines EACH SECOND. My log folder reached 5GB...

Conclusion: Add intervals between failed attempts. Otherwise LOGGING
will crush sessions.
