Bug description:
  following the instructions at
  https://iso.qa.ubuntu.com/qatracker/milestones/474/builds/340596/testcases/1822/results
  for the "Install Kernel Crash Dumps Automatic (Enabled) in Ubuntu
  Server Subiquity amd64 in Questing Daily" case, `kdump-config show`
  presents the wrong output.

  test scenario:
  disk size: 105G
  memory: 9G
  cpus: 4
  arch: amd64

  `kdump-config show` reports USE_KDUMP=0, current state as "Not ready
  to kdump".
