Many universe packages (e.g. qpwgraph) are not suggested by command-not-found.
The file at http://archive.ubuntu.com/ubuntu/dists/plucky/universe/cnf/Commands-amd64.xz is only 104 bytes and contains only the three line header, whereas http://archive.ubuntu.com/ubuntu/dists/plucky/universe/cnf/Commands-i386.xz is 109 kB.
