This issue is narrowed down to the TPM measured boot activity using BIOS debug logs.
- The computer has a discrete TPM chip.
- When TPM is disabled in BIOS setup options (Advanced->Trusted Computing->Security Device Support->[Disable]) the additional 1m 20s issue is not seen in Ubuntu also.
