  foreign packages list is not scroll-able and prevents upgrade

Status in ubuntu-release-upgrader package in Ubuntu:

Bug description:
  I was trying to perform upgrade from Kubuntu 24.10 to 25.04.

  After a minute the "Distribution Upgrade" showed me the list of
  installed foreign packages. At this stage whole upgrade is stuck,
  because list is longer than my screen and there is no scroll option. I
  suppose that on the bottom there are some buttons to do something,
  because after just closing the window the upgrade process stops and
  fails.
