[Bug 2125611] [NEW] Backport rustc-1.85 to Noble

Public bug reported:

In pad.lv/2121900 I did the work to backport rustc-1.85 to Plucky,
although we ultimately decided not to pull it into the archive.
Building on that, I now plan to continue the backport to Noble.

Getting the backport into the archive right away isn't part of
completing this work, as some of the motivation is to preempt future
requirements.
