[Bug 2125887] [NEW] Don't include openjdk-17 in questing but leave in devel-proposed

Public bug reported:

openjdk-21 is the default Java for Ubuntu 25.10. openjdk-25, the newest
LTS Java release, is also available.

Let's remove openjdk-17 from questing but leave it in questing-proposed
since this seems to be helpful for preparing security updates for Ubuntu
24.04 LTS. This is similar to what was done for Debian 13 where
openjdk-17 was not included but is still available in Debian Unstable.
