[Bug 2147125] [NEW] rust-defaults has incorrect version number in changelog

Public bug reported:

rust-defaults does indeed correctly provide 1.93.1, but I did not
update the changelog entry to reflect the point release, meaning
that the version string is incorrectly reported as 1.93.0ubuntu1.

Fixing this bug simply entails adding a new changelog entry with
the correct version string of 1.93.1ubuntu1. It does not change
the package functionality itself in any way.
