There is this bug that, I think, added a patch to fix it, but maybe the
patch was accidentaly, or on purpose, dropped:

  I trying to execute the who command but doesn't show anything. Maybe it's a more generic problem since gnuwho also doesn't show anything.
  IIRC, we had a problem like that in the past, but I think it would be solved by now.
