One other thing, I'm pretty sure the information I have is wrong, but
adding:

device-tree=bcm2711-rpi-4-b.dtb

to config.txt in /boot/firmware doesn't seem to impact which dtb's get
loaded.

If that isn't the correct way, what would be?
