Bug description:
  Steps to reproduce. Create VM with networking off. Boot Ubuntu ISO to
  Live testing mode.

  ls -a /var/lib/apt/lists/
  du -h /var/lib/apt/lists/
  du -h /var/lib/swcatalog/
  du -h /var/cache/swcatalog/cache/

  Debian has the same for live ISOs not for large ISOs.
