[Bug 2147987] [NEW] LDFLAGS --package-metadata breaks mingw builds

Public bug reported:

dxvk FTBFS in resolute because /usr/bin/x86_64-w64-mingw32-ld.bfd does
not understand the `--package-metadata` argument that was added to
LDFLAGS in Ubuntu.

The build error is somewhat cryptic because `ld --version
--unknownflagxxxxxxxx` succeeds by ignoring the unknown flag, so meson
thinks we have a working linker and yet we don't.
