Public bug reported:

I have some custom packages and they use "3.0 (git)" source format.
Until ubuntu noble (we only use LTS versions) it used to create the .git
bundle file on parent directory, together with all other package related
files.

Starting on 26.04 beta (at least for me), it started creating .git
bundle file inside repository root directory. Other formats like native
are just working properly creating tarball on parent directory.

** Affects: dpkg (Ubuntu)
     Importance: Undecided
         Status: New
